Alexis Spyropoulos is a Partner, Head of the Administrative & Public Procurement Apractice and Co-Head of our Firm’s Digital Platforms, Online Marketplaces and Social Media practice. His work focuses on litigation and advisory matters in the digital economy, with particular emphasis on telecommunications, digital platforms, online marketplaces, data protection and technology regulation.

Alexis regularly represents clients in proceedings before civil and administrative courts and regulatory authorities, including disputes involving digital platform regulation, telecommunications services, data protection enforcement, intermediary liability and technology-related contractual and product liability claims.

He also advises on regulatory compliance, risk management and GDPR implementation programmes, including privacy governance frameworks and data protection impact assessments. His practice further covers intellectual property matters, including copyright, trademarks, trade secrets and unfair competition.

With more than 20 years of professional experience, Alexis previously served as Head of the Legal Department of the Hellenic Telecommunications and Post Commission (EETT) from 2007 to 2015. In that role, he handled merger control matters, complaints and ex officio investigations under Articles 101 and 102 TFEU, as well as regulatory proceedings affecting the telecommunications sector.

His administrative and public procurement practice covers the full spectrum of public law litigation and advisory work. He represents contracting authorities and tenderers in procurement procedures, challenges and appeals before contracting authorities and competent courts, and advises on public sector technology projects, telecoms infrastructure and digital transformation initiatives. His practice also includes annulment proceedings, damages actions against administrative authorities, providing strategic representation in complex administrative disputes involving technology-driven markets.
